BTO Launches

Overview

The Housing & Development Board (HDB) has just launched the October 2025 Build-To-Order sales exercise. This is the third and final BTO launch of the year, featuring ten new projects with approximately 9,144 flats introduced across eight different towns.

This BTO sales exercise will be keenly watched by both private homeowners and new flat applicants, as this marks the inaugural launch of public housing in the new growth areas at the Greater Southern Waterfront and Mount Pleasant.

The level of demand and interest garnered will have an impact on private homes and HDB resale flats in the vicinity. For instance, if demand is exceptionally high, those who are unsuccessful in securing a BTO flat may turn to the secondary market.

The introduction of new amenities alongside the new flats will also enhance the attractiveness of existing properties in these areas.

Some of the BTO projects offer new features, including pre-schools that are anticipated to increase the appeal of these flats. Working parents will have the convenience of enrolling their children in the pre-schools located within the same vicinity, allowing for easy drop-off and pick-up after work.

There are also projects which are close to medical and healthcare facilities that will be helpful for families with elderly parents. These features and urban planning approach can help to address the diverse needs of various demographic groups in Singapore. This will create a more balanced and inclusive living environment for different family profiles.

About a third of the flats have shorter completion periods which will be attractive to many buyers. We anticipate more buyers applying for flats in Telok Blangah, Bukit Merah and Mount Pleasant, which may lead to stiffer competition among applicants. Therefore, the shorter waiting times offered by other projects can help level the playing field for less popular projects and ensure a better distribution of buyers, which can help ensure applicants have a better chance of obtaining a unit. 



Popular sites

1. Berlayar Residences

These will be the first BTO flats released in the Greater Southern Waterfront and we expect demand to be high. The BTO site along Telok Blangah Road will feature around 880 units, consisting of 2-room flexi, 3-room and 4-room flats. It is within walking distance to the Telok Blangah and Labrador MRT stations. Residents can conveniently reach Harbourfront Centre and VivoCity by car or public transport. There are several parks nearby, such as Labrador Nature Park and Mont Faber Park. The project is also close to the West Coast Expressway, which will greatly enhance the convenience of those working in Jurong industrial estate and Clementi New Town.

Previously, Singaporeans intending to reside in the area would have to purchase resale condominiums, which may price out the middle-income Singaporeans. For instance, according to URA Realis data, units in Reflections at Keppel Bay were transacted at a median price of S$1,717 psf in the first nine months of this year, translating to approximately S$1.6 million for a 926-sq-ft unit, which is around the size of a 4-room PLH model flat. Similarly, subsale units at The Reef at King's Dock were transacted at a median price of S$2,541 psf in the same period, which would translate to around S$2.4 million for a similar-sized unit.


2. Redhill Peaks

This project is located along Jalan Bukit Merah and Redhill Close, which is a short walk to Redhill MRT station and Bukit Merah Town Centre. The vicinity provides a myriad of amenities including hawker centres, community clubs, bus interchange and sports centre. This project offers around 1,021 units, consisting of 2-room flexi and 4-room flats, and the unit mix will appeal to singles, couples and growing families.

We anticipate many young families applying here as the project is close to Alexandra Hill Primary School, Gan Eng Seng Primary School and Zhangde Primary School. Flats in Bukit Merah typically sees strong demand with high application rates observed in previous BTO launches. 


3. Bishan Terraces

The site located along Bishan Street 12 is a short walk from the town centre and Bishan MRT station. The project offers around 538 units, comprising 2-room flexi, 3-room, and 4-room flats. The site is in proximity to many reputable schools, including Raffles Institution, Raffles Girls’ School and Catholic High School. Bishan town centre will be turned into a new sub-regional centre with more office spaces that will match the scale of Paya Lebar Central. Many couples may be keen to apply for this project, especially if they plan to work in the new offices in the future Bishan sub-regional centre. 


4. Mount Pleasant Crest

Mount Pleasant Crest is the first BTO project to be launched in the new Mount Pleasant housing estate. The project is likely to be popular as it is situated next to the upcoming Mount Pleasant MRT station. The project featuring around 1,348 units offers a mix of 2-room flexi to 4-room flats.

It will cater to a wide range of household profiles. Applicants will also have the option to choose a “white flat” layout, which is an open concept design that allows homeowners the flexibility to customise their living spaces.

This is the second BTO project to offer the “white flat” layout. The first project was Crawford Heights featuring around 1,348 units and offers a mix of 2-room flexi to 4-room flats which saw healthy take up in October 2024.

This project is close to many reputable schools like Raffles Girls’ School, Raffles Institution, CHIJ Primary and Secondary schools and SJI International School which may attract strong interest from families. While the surrounding area is relatively quiet due to ongoing construction, several proposed developments, such as new health and medical care centres, eateries and shops, are anticipated to drive future growth and enhance the area's vibrancy. 



Other projects

5. Chencharu Grove

This project will likely be more popular than the other Yishun projects, as it is within walking distance to Khatib MRT station. This site offers 826 units consisting of a wide range of flat types like 2-room flexi, 3-room, 4-room, and 5-room flats. It is also close to Peiying Primary School and Naval Primary / Secondary School, which may attract some families with school-going children. It will also be near an upcoming commercial and residential integrated development that will have a hawker centre as well, adding to the range of amenities nearby.


6. Yishun Glade

This project will be the second BTO project launch in Yishun. Demand is expected to be moderate, driven by applications from singles due to the large supply of 2-room flexi flats. It features 569 units with a mix of 2-room flexi to 4-room flats. This project is located close to Khatib Bongsu Park Connector and several schools. The shopping mall Junction Nine is also within walking distance.


7. Ping Yi Court

Overall demand may be slightly muted as the site is a distance from key amenities or MRT station and is located beside nursing homes and a temple. However, the availability of larger flat types, such as 5-room and 3-Gen units, may appeal to bigger or multi-generational families. It will feature 862 units with a wide variety of flat types ranging from 2-room flexi to 5-room and 3Gen flats. 

 

8. Oat Ville @ AMK

Demand for the project may be modest as it is not close to any MRT station, a typical key consideration for many buyers. It will offer 1,425 units, comprising of 2-room flexi, 3 -room and 4-room flats. However, area is near several educational institutions like Anderson Secondary School, ITE College Central, Nanyang Polytechnic, Anderson Serangoon Junior College, and Mayflower Primary School.


9. Teban Heights

Overall demand may be modest as the site is not close to key amenities or existing MRT station. However, it will be within walking distance to the future Pandan Reservoir MRT station, which is currently under construction. Some of the future BTO flats in this project may enjoy reservoir views. 


10. Fernvale Plains

This development is the fifth Community Care Apartment (CCA) comprising 207 CCA units. It is located along Fernvale Drive and within walking distance to Kupang LRT station. This development offers 1,037 units inclusive of 2-room flexi, 4-room and 5-room flats. With proximity to schools, community facilities, and parks, demand may come from young families seeking a well-integrated living environment.
