OrangeTee's comments on 2H2025 GLS Programme

Government Land Sales

The Government has announced the GLS Programme for the second half of 2025 (2H2025). The Confirmed List, which comprises eight private residential sites and two executive condominium (EC) sites, can yield 3,735 private residential units, 990 EC units, and 4,515 sqm GFA of commercial space.

The increased supply of private residential land has helped to moderate private property price growth in recent years, and while the supply of private residential units injected into the market has decreased slightly compared to the preceding GLS programme in 1H 2025, it is still significantly higher than the supply of units from the GLS programmes a few years ago. Moreover, the GLS sites in 2H 2025 are spread across the island, with the bulk of the new supply (excluding ECs) going to the RCR and OCR respectively at around 42.8 per cent and 39.1 per cent respectively.

This is the third consecutive decrease in the overall number of units supplied in the half-yearly GLS programme. The highest private housing supply was offered in the 1H 2024 GLS programme, which offered 4,740 private residential units and 710 EC units. However, the supply of EC units has continued to be above the past GLS programmes, with 990 units to be made available in 2H 2025. This is on par with the 980 units available in 1H 2025, and this is the highest supply of EC units in recent GLS programmes. This should give HDB upgraders or first-time homeowners more accessible alternatives between the public and private markets.

Some notable land parcels include the Bukit Timah Road plot, which is one of the few land parcels released for sale in the Newton planning area. Based on past URA records, GLS land parcels in Newton have been used for transitional offices, with only one residential land parcel awarded in 1997. Given the close proximity to Newton MRT, the Orchard Road shopping belt, and the city centre, we may expect keen interest in the site here when launched for sale.

The Dover Road land parcel is also a highly attractive parcel, given the close proximity to the Dover Knowledge District, the one-north employment hub, and one-north MRT station. The inclusion of a significant commercial component at 3,000 sqm will bring more convenience to future residents here, and may make the future development here appealing to both owner-occupiers as well as investors.

The second parcel for Turf City will also be launched for sale, at Dunearn Road. This is adjacent to the earlier land parcel launched in April 2025. This new site will also add 1,400 sqm GFA of commercial space, continuing the redevelopment of Turf City by bringing more amenities to the future residents.

The Tanjong Rhu plot will be the first GLS site to be released in the area in over 20 years, and it will be located near the recent BTO projects launched in the vicinity. As the area gets progressively developed further with new amenities from the upcoming BTO projects, there may be moderate interest in the site when it is released for sale.
