The Housing & Development Board (HDB) has just launched the
tender for an executive condominium (EC) site at Woodlands Drive 17 under the
2H2025 Government Land Sales (GLS) programme. The site can yield approximately
560 units, and the tender for this site will close on 13 January 2026.
The EC site is situated within 1 km of primary schools such as
Innova Primary School and Woodgrove Primary School. With the Woodlands Regional
Centre set to become Singapore’s largest economic hub in the North, the project
is well-positioned to attract professionals who are working or planning to work
there.
It is also within walking distance to Woodlands South MRT
Station on the Thomson-East Coast Line (TEL), via which commuters can
conveniently reach Orchard Road in slightly over half an hour. As a result,
residents will find the site accessible and well-connected to many parts of the
island. Since the site is near the upcoming Johor Bahru-Singapore Rapid Transit
System (RTS) – also via the TEL, home demand from foreigner buyers could be
high once the EC is privatised ten years later. Therefore, we anticipate robust
interest in this EC development when it is launched for sale, considering its
prime location and potential for future growth.
This EC site is the second to be released in the area. The
earlier EC along Woodlands Drive 17 was awarded to CDL Divine Pte. Ltd. at a
bid price of S$360,899,000, or approximately S$782 psf ppr in August 2025,
which was a record high. Five bids were submitted for that site, showing strong
developer interest. However, as the second and larger site to be launched in
the same vicinity, some developers may take a more measured approach,
considering the higher investment outlay and potential remaining unitsfrom the
earlier plot.
Nonetheless, supply of both ECs and private homes has remained
relatively limited in this area. The last EC site awarded in Woodlands was in
2015, which is now Northwave. Prior to that, Parc Rosewood was launched in
2012. More recently, a private condominium plot at Champions Way was awarded in
September 2023 and has since been launched as Norwood Grand, which saw strong
take-up during its launch weekend. This indicates a relative shortage of new
private housing options in the area.
On the whole, EC projects have been well received, with recent
launches such as Otto Place and Aurelle of Tampines recording strong sales.
Aurelle of Tampines, the first EC launch this year in March 2025, sold 90 per
cent of its units during the launch weekend and was fully sold out a month
later in April 2025. The strong performance of EC projects is also supported by
the relatively limited supply of EC sites on the GLS programme in previous
years; in the recent years prior to 1H and 2H 2025, only one EC land parcel was
released in each half-yearly list. With more EC projects released under the 1H
and 2H 2025 GLS programmes, demand for upcoming launches is expected to remain
high, particularly given the generally attractive pricing of ECs.
The increase in housing supply in Woodlands will continue to
support the development of the North Region, encouraging more people to move
closer to the area’s transformation, which includes new employment hubs and
enhanced amenities. We anticipate 3 to 6 bidders for this site and the
highest bid may be between S$700 to S$780 psf ppr.
