Extension of ABSD -- Impact on developers:

1. The extension of the ABSD timeline will be beneficial for developers, especially for those looking at developing bigger sites. Collective sales for large en bloc sites have been relatively subdued in recent years. With the extension of the ABSD timeline, more developers may be interested in acquiring new sites through collective sales, although attractive pricing and realistic owner expectations remain vital in driving developer interest.

2. The extension of timeline from 5.5 years to 6 years for large sites and to 7 years for mega sites is substantial. It gives developers more time to exit from new risks which may come from fresh typology and design. With the change, developers may be more willing to explore complex designs and take part in high-risk, large-scale projects without facing hefty tax penalties. Such projects may involve incorporating eco-friendly construction methods, building integrated developments or taller infrastructure that entail longer and more complicated construction.

3. The increase in timeline can also help developers manage unforeseen construction delays. The macro-economic environment remains volatile which may continue to impact global supply chains and the labour market. Contractors may need more time to renegotiate contracts or explore alternate procurement options which may delay construction timelines. Therefore, the extra timeline can give developers more time to manage procurement delays or supply chain disruptions.
