Overview
  • Fewer flats than 2025 but more than 2024
HDB has launched its third BTO sales exercise, featuring seven new projects comprising 7,964 flats across six towns: Bedok, Geylang, Sembawang, Tengah, Toa Payoh, and Yishun. Combined with the 15,964 flats (including BTO and SBF flats) released in February and June 2026, 23,928 new flats have been released for sale so far this year. This is fewer than the 29,975 flats launched in 2025 but more than the 21,225 flats in 2024.

  • Impact of higher income ceiling
The recent income ceiling revisions are likely to drive up BTO demand for the November sales launch. From August 2026, the income ceiling to buy BTO flats has been revised to S$16,000 for couples and families and S$8,000 for singles. With the income ceiling raised to S$16,000, buyers can take a maximum loan of up to S$909,372 and purchase a flat of up to S$1.212 million, which covers almost all BTO flats on the market, including Prime and Plus flats.

  • Success rates for some groups may be affected by the wider pool of eligible buyers
Middle-income families and higher-earning DINKS (dual-income couples with no kids) will benefit most from the income ceiling revision, as they can now qualify to buy subsidised BTO flats. Additionally, recent policy changes have given certain groups of buyers, such as families with more children, more ballot chances. With the pool of eligible buyers widened and application rates expected to rise, the success rate of securing a flat among buyers without priority balloting may be impacted.

  • White flats and SWT to enhance Tengah project demand
This exercise will offer Shorter Waiting Time (SWT) flats at some projects, while the project in Tengah will offer White flat layout for its 3-room, 4-room and 5-room units. These features could  enhance the attractiveness of such projects, thus pushing up demand for these flats.

For instance, some buyers could be cautious about purchasing a new flat in Tengah given the large number of resale flats completed in the area. However, the White flats and SWT flats offered in this project are expected to enhance their attractiveness. Since White flats offer more design flexibility, this may strengthen the appeal among other resale flats in Tengah, thus boosting future demand and selling prices.

  • Attractiveness of white plans
With the White Flat layout being offered for the first time, demand for such flats is expected to be robust. The bigger living space gives owners more room to explore different designs and customise the floor plan to their preferences, such as making a larger master bedroom or creating extra space for a study or baby room.

  • Advantages of buying flats with SWT
Some buyers may be attracted by flats with SWT. For certain flats like Standard flats, with a relatively shorter minimum occupation period (MOP), buyers can potentially sell their flats significantly earlier than those who purchase Plus and Prime flats, by around 7 to 8 years. For instance, buyers of Tengah BTO flats may be able to sell their units after around 7 to 8 years, whereas those who purchase flats in prime locations, which typically have a construction period of about 4 years, may only be able to sell their flats after around 14 years. The shorter holding period means that some buyers can upgrade to private housing or reinvest their money to other assets faster.

Most Popular Projects The Bedok, Toa Payoh and Geylang projects may be the most popular.

Bayshore Oasis (Plus) and Bayshore Sails (Plus) This is the second batch of BTO flats released in the Bayshore precinct. We expect demand to be very strong. The first batch of BTO flats launched in the Bayshore precinct saw strong interest, with 4-room flats recording a first-timer family application rate of 2.5 times, the second-highest among the BTO projects launched in the exercise then. Of the two projects, demand is expected to be even higher for Bayshore Oasis as this project offers better sea views and has a shorter waiting time.

Many young couples may be drawn to the projects here, considering their proximity to East Coast Park where they can enjoy sporting and beach activities. Some units may also offer potential sea views. The nearby MRT station will allow residents to benefit from a shorter commute to the CBD and Orchard Road area. Some may also want to stay near their parents, who may be residing in landed properties or condominiums in the East.

Toa Payoh Hillside (Prime)
We expect demand to be strong for this project given its good location and product attributes. Some couples may be attracted to the 4-room flats that offer a balcony, which is a rare feature in BTO flats.

BTO projects in Toa Payoh have traditionally been popular due to the proximity to the city centre and Orchard Road. Situated right next to Caldecott MRT station, the new BTO flats here are close to schools like CHIJ Primary and Secondary school, with ample amenities in Toa Payoh, which might appeal to families. For instance, the neighbourhood park will offer lush greenery, while the upcoming Toa Payoh Integrated Development, a mega hub housing a state-of-the-art Sports Centre will play host to sports and community events. The ongoing development of the Toa Payoh West Master Plan is expected to further boost demand for the new BTO flats.

Previous projects, such as Kim Keat Heights, launched in May 2022, received almost 1,800 applications for the 165 units of 4-room flats, yielding an overall application rate of 10.9, which is considered very high. The Toa Payoh Ascent project, launched in July last year, also received almost 4,000 applicants for its 468 units of 4-room flats, yielding an overall application rate of about 8.5. Therefore, we anticipate a high application rate for this new BTO project.

Merpati Meadow (Plus)
Many Singaporeans may be attracted by the good location and amenities offered. The site is within walking distance of Mattar MRT station and close to amenities like Circuit Road Hawker Centre, Macpherson Community Centre, and the future Maris Stella High School site. The project also features a preschool on the ground floor, which is highly convenient for parents with school-going children.

It has been a while since new flats were offered in the Geylang planning area, with relatively few flats launched during the previous two BTO exercises. Therefore, pent-up demand is expected to be high. The last project launch was Merpati Alcove in October 2024, where 433 flats were offered.

Mid to Least Populat Projects

Plantation Dew (Standard) Demand may be boosted by the SWT and white flats layout. The site is close to several upcoming healthcare amenities like Jurong Polyclinic and the Jurong Region Line (JRL). It is also close to parks and several schools in Tengah and the nearby Jurong West area, which may interest young families. The last BTO project launched in Tengah was Plantation Edge I & II in October 2023, where 1,010 units were offered for sale.

Chencharu Acres (Standard)
This site may be quite popular among Singaporeans who enjoy greenery and water activities. It is within walking distance to Khatib MRT station and several amenities in Yishun, including the  HomeTeam NS Khatib and Khatib-Bongsu Park Connector. Families will also benefit from the close proximity to schools like Peiying Primary School, Naval Base Primary School, and Chung Cheng High School (Yishun). Residents can enjoy evening walks by Lower Seletar Reservoir Park, while high-floor units may offer scenic views overlooking Lower Seletar Reservoir. The site is also beside the Yishun Sports Centre. Looking ahead, residents can also enjoy easy access to amenities within the rapidly developing Chencharu precinct. The last project launch was Yishun Glade in October 2025.

Sembawang Anchor (Standard)
Approximately 3,985 flats have been launched in Sembawang this year during the February and June sales exercises collectively. Therefore, demand for this batch of new flats may naturally be softer, as the pool of interested buyers may have shrunk.

This project will offer a shorter waiting time of 2 years and 10 months. While there is ample supply of new flats in this area, the shorter waiting time will help attract new buyers, particularly couples who need a home urgently. The greenery, nature, and walks by the canal beside the BTO flats will also appeal to buyers seeking a tranquil, near-nature living environment.
